A template is just a starting point to work from as opposed to starting with a blank page. You can open up the template file in your html editor (dreamweaver, frontpage, nvu etc.) and, as well as adding content, you can modify meta tags, title tag, etc. in the same way you can if you start from scratch.
A good website template will have been built with SEO in mind, so if you have limited experience it is possible that that your site based on a template design could end up more effective than what you would otherwise have produced without the template.
Either way it will be up to you to optimize each page for the specific keywords you wish to target - no template can do that part for you.
Although your on-page optimization will ensure your page is included in the results for your target keyword search, getting to the top of the results is a different matter which is more likely to be affected by off-page factors (like incoming links) than anything you or the template designer have any control over.
In other words, do what you can but don’t lose any sleep over it.
