I have decided to work as a freelance web designer/developer and I want to start building a portfolio. I need all the advice I can get.
where to search for clients
what to ask/offer
how to market myself and I don’t even have a website
I have been coding with HTML & flash for nearly a year now
and I think I’m ready.

First you start by building your own site and seeing that 1 year is diddly when people start asking for customization. Get more study under your belt and then realize that many webhosting services offer the same serve FREE!
Know anything about databases and the coding that requires etc.
Good luck but get prepared first by setting up your own complex site for customers to view.
